In 'Preferences', what's the difference between 'Look & Feel' and 'UI'? Isn't the look & feel part of the UI? Doesn't the 'Interface Language' (in tab 'System') belong to the UI?

Thanks for posting. Yes, even the Keyboard settings could be considered part of the UI. Rather than having the UI tab as one long, ongoing list, it's simply easier to keep track of specific settings in smaller groups. Look & Feel being mostly visual modifications. UI being 'mostly' behavioral, etc.  I'm sure opinion may very on where some components could reside...
