Just look at the backgrounds:

Toolbar | Open Type  (background mimics plex)
Thought | Type          (background mimics plex)

But then...

Right-click on a thought | Set type    (background mimics ????)

The same holds for tags.

Are these the responsibilities of different designers?

This is an interesting explanation. Do you mean, that you are using an OS (which one? Mac OS? Windows?) and programming language and/or toolkit that doesn't allow you to attach a custom function/method to an item of a context menu? For an experienced programmer, that would be an absolute novelty. Why do you restrict yourself in such a way?
