Now that one is a cryptic command even by TB-standards^^
I did the whole 4-step uninstallation process and did a reboot, restarted, reinstalled .46 directly
and it's still there.
[wanted to ensure I wanted to exclude the previous downgrade from 45, before I installed 46 later]
This also resets to the default keybindings, of course, excluding all my extensive modifications as a possible cause.

There's nothing all that "localized" going on with my computer. I think somewhere the system is told to use the .,-seperators the German way, proper date formatting and not use Fahrenheit, but I didn't even bother to get rid of the janky AM-PM-thing, nor do I have a German keyboard layout or system language installed.
I do however swap between Qwerty and Qwerty international to easily write German in:
