Those aren't Windows-features, as far as I know. [do tell me, if I'm missing something]
They won't show up in the context-menu on a Thought. This menu is rather cluttered already, so removing dummy entries makes it more readable.

another thing:
It would be better if it would just say "Thought" instead of inserting the name of the currently active Thought.
That looks especially silly when there is no active Thought (like in the Brains-list):

All "long" pictures are from Preferences>Behaviour>Thoughts>Custom Thought Context Menu>Toggle Commands.

Please forgive me. I think I'm taking the long way around to get to the root of the issue you've brought up.  On a Windows machine, the Emoji lines should not be an option in the Behavior > Custom Thought Content menu.
