Strange error during installation, probably some system language\folder names conflicts?

Installer shows this error at start :

java.lang.UnsatisfiedLinkError: C:\Documents and Settings\22\Defini??es locais\Temp\e4j93.tmp_dir13016\i4jinst.dll: Can't find dependent libraries.

 I unable even to install PB.

Existed Java was deleted, Windows restarted, installed fresh Java - restarted.

Sounds like there was a conflict with the installer. Please download the zip archive version of PB which can be found on the right side of the downloads page. Look for the small print "Archive format without an installer"
The instructions for installing using the zip archive are: 
  1. The zip file does not include an installer, so please follow the instructions to manually install.
  2. Extract the contents of the zip file. This should yield a folder called "PersonalBrain".
  3. Move this folder into your "C:\Program Files" folder.
  4. Right click on the file "PersonalBrain.exe" then select "Create Shortcut"
  5. Move the created shortcut onto your desktop.
  6. Drag the shortcut to the Start button to add a copy of it there also.
  7. To launch PersonalBrain, use the shortcut you have just created.
