The command actually doesn't toggle the start-up-setting. Not clear why it would.

I stand corrected. The description says "Browse the list of tips and toggle it's display at startup" 

Setting the keyboard shortcut will pop open the Tips window where you can "Browse the list of tips and toggle it's display at startup" from the checkbox IN the tips window.
